The Executive Board of the Revolutionary Trails Council is committed to providing a trained leader to every Scout.  On January 21, 2010, the board unanimously approved the following “new” training requirements that supersedes any previous policies:

 
Year 1-February 1, 2010 to February 28, 2011
·         All executive board members will be required to complete training for their respective positions.
·         All district committee members and commissioner staff members will be required to complete training for their respective positions.
·         All staff members of the council will be required to complete Youth Protection Training;  This is Scouting; and Cub Scout, Boy Scout, and Venturing Specific Training.
·         All unit committee chairpersons will be required to complete training for their respective positions.
·         All charter organization representatives will be required to complete training for their respective positions.
 
Year 2-February 1, 2011 to February 28, 2012
·         All Cubmasters, Scoutmasters, and Venture Crew Advisors will be required to complete training for their respective positions.
 
Year 3-February 1, 2012 to February 28, 2013
·         All unit committee members will be required to complete training for their respective positions.
·         All direct contact leaders (den leaders, assistant den Leaders, assistant Cubmasters, assistant Scoutmasters, and associate Venture Crew advisors) will be required to complete the training for their respective positions.
 
In support of this these requirements, the Executive Board, Training Committee, and staff of the Revolutionary Trails Council, makes the following commitments:
 
·         The syllabus of the “leader specific” training will be adjusted so that participants will be trained for all unit positions within their type of unit.
·         The council’s training program will be expanded to include relevant topics such as: how to open and maintain unit checking accounts, how to recruit effective volunteers, and how to plan an annual program, and other sessions as determined by the needs of participants.
·         Enough annual training sessions will be offered to make the requirement convenient to our customers.
·         Training course participants will be given the opportunity to offer feedback through an anonymous on-line survey after their course. We want to ensure our training is adequate, relevant, and presented well.
·         Training teams will be encouraged to travel to units to conduct training on an as-needed basis.
·         Training sessions and presenters will be monitored for effectiveness. Participants will be encouraged to provide feedback.
·         Each participant will receive appropriate certificates and handbooks for their respective positions as part of any fee associated with training sessions.
·         An annual survey, of all adult leaders, will be conducted to ensure that the council’s training records are updated and accurate.
·         A member of the council’s executive committee and senior staff will meet with any adult leader that does not wish to participate in the new requirements to determine the best outcome for all involved and to offer potential solutions.
 
In the end, we expect these requirements to have a profound positive effect on our programs. As evidenced by our research and supported by guiding philosophy (see below), trained leaders=strong units=higher satisfaction and youth retention.
 
 
What Makes a Trained Leader?
  • Cub Scout leaders are considered trained when they have completed Youth Protection, This Is Scouting and the Cub Scout Leader Specific training for their position.
  • Scoutmasters and assistant Scoutmasters are considered trained when they have completed Youth Protections, This Is Scouting, Scoutmaster and Assistant Scoutmaster Leader Specific Training, and Introduction to Outdoor Leader Skills.
  • Troop committee members are considered trained when they have completed Youth Protection, This Is Scouting and the Troop Committee Challenge as their Leader Specific training.
  • Varsity Scout leaders and assistants are considered trained when they have completed Youth Protection, This Is Scouting, Varsity Scout Leader Specific Training, and Introduction to Outdoor Leader Skills.
  • Venturing crew Advisors, assistant Advisors, and crew committee members are considered trained when they have completed Youth Protection, This Is Scouting and Venturing Leader Specific Training.
  • District committee members are considered trained when they have completed Youth Protection Training and the District Committee Workshop.
  • Charter Representatives are considered trained when they have completed Youth Protection, This is Scouting, and the Charter Representative Workshop.
  • Executive Board Members are considered trained after they have completed Youth Protection Training and the Council Executive Board Orientation. It is suggested, but not required that board members take This is Scouting.
  • Commissioners are considered trained when they have completed Youth Protection, Commissioner Fast Start, and the Commissioner’s Basic Training. It is suggested, but not required, that commissioners attend the College of Commissioner Science.
